Norway contributes to Ukraine’s energy security

Energy is one of the main focus areas of Norway’s support to Ukraine. Since Russia’s invasion of Ukraine in 2022, Norway has contributed approximately NOK 6.2 billion to the Ukrainian energy sector. In addition, further contributions of NOK 4.5 billion are earmarked for the energy sector in 2025.

Norwegian energy support to Ukraine was one of the topics discussed during Crown Prince Haakon’s visit to Ukraine on Tuesday. Minister of Energy Terje Aasland accompanied the Crown Prince on the visit. The Norwegian delegation visited, among other things, a power plant that has been targeted by both missile and drone attacks.

‘Norway stands firmly by our support to Ukraine. It has now been three years and three months since Russia launched its full-scale invasion. During this time, Ukraine’s energy sector, the very backbone of its society, has been systematically attacked. The consequences have been severe for citizens, hospitals, schools, and industry,’ said Minister of Energy Terje Aasland.

Norwegian support to Ukraine’s energy sector is used, among other things, to purchase gas to ensure sufficient resources for power supply and heating. The support is also used to repair power grids and other energy infrastructure, to rebuild Ukraine’s power supply rapidly, and to accelerate efforts on decentralized power production. Parts of the support are also directed toward nuclear safety, including enhanced safety at Ukraine’s nuclear power plants.

In addition, voluntary contributions from the Norwegian energy sector play a vital role. The grid operator REN AS has coordinated contributions from Norwegian energy companies since 2022. These contributions include transformer stations, emergency generators, and other critical equipment essential to keeping the power grid operational. In 2024, it was announced that Bergen Engines won an international tender to deliver generators that can support electricity production in the Dnipro region.

‘Energy is a crucial  factor in keeping Ukrainian society functioning. Therefore, energy security is a top priority in Norway’s support through the Nansen Support Programme. In addition, I am pleased that Norwegian energy companies are providing valuable contributions to Ukraine. Norway’s support to Ukraine is crucial for Ukrainians, but it also contributes to safety and security in Norway and Europe,’ said Aasland.
